Who owns city waste?
The waste, including rubbish and sewer materials, belongs to the homeless.
Homeless people had earned this right throughout many centuries of dealing in this twilight layer of city life , the sewer world, the bridge between the underworld and ordinary city life, and managed this mesmerising world of waste and essentially disposed properly of ordinary citizens' rubbish.

Why is this important?
Because the council took this waste from homeless people, it’s a form of theft.
How did the council 'steal' waste?
They were probably to be some middle man in collecting dues for waste disposal, sewer fees as well of course carrying out some maintenance tasks as well as collections and incinerations. It is also becasue it is homeless Civil Liberties Service work which enable the ordinary citizen to leave home and ener the world of streets and stealing from a homeless person who lives on the streets offends that service work and service structrue.
They do say stealing form homeless is like stealing form the dead
Further other forms of law including the law of surprises take considerably large and important steps in preventing all in a paternalistic manner the would be offender from doing the wrong and offending in that way be-nills all these additional attempts of other structures of law to paternalistically protect the ordinary citizen from stealing from homeless
It is also similar to having to refuse a diabetic's offer of a bite of his cake as he had kind of poisoned that exact bit you are going to take form his cake - like Snow White and the Apple .
He is a sick man , registered with a food related disorder and anything to do with his food is ill and for a healthy person to tak from that is not OK, you might not need to puke you will just have a bad dream that night or forget for two full weeks where you had lefty your keys if you do choose to accept that bite offered in the lack of knowledge of not doing so.
Taking Street homeless people's possession is very similar to that example.
Taking intellectual property of street homeless people is a more severe matter and turns you immediately into an eunuch
It also means the council lost its power or legitimacy by taking what wasn’t theirs.
What can be done about this?
Recognizing homeless people's rights to waste is a first step toward justice.

How does this affect homeless communities daily?
It strips them of command over these matters, resources they rely on, deepening their struggles and invisibility in the city as well as much progression of law and science in these realms.
selling rubbish is a great exercise and one discovers ills and cures to those ills in the process.
Street homelessness has the absolute control over waste games in the city and so should be given the consoles back ASAP.

we believe this theft happened because of the thin cover of understanding of vulnerable worlds
if people understood more deeply and innately about vulnerable worlds the council would not have stolen the waste world from homeless and the fact they did indicates there is not enough understanding about vulnerable worlds

We believe this is a result of a damnation dealt on the council for having stolen the waste world from homeless people, instead of assisting in its management and maintenance
